The Urgent Need for Tighter Regulations on Handling Explosives in the Mining Sector

The Nigerian Mining and Geosciences Society (NMGS) has stressed the critical need for stringent enforcement of regulations governing the importation and handling of explosives in the mining industry. In a recent interview, NMGS President Akinade Olatunji underscored the importance of these regulations, citing the tragic Ibadan explosion as a direct consequence of improper handling of explosive materials.

The Ibadan explosion, which resulted in five fatalities, 77 injuries, and the destruction of 58 buildings, has ignited widespread concern regarding the handling of explosives in the mining sector. Mr. Olatunji highlighted the pivotal role that comprehensive regulations play in preventing such calamities, emphasizing the meticulous adherence of all stakeholders to these guidelines.

Mr. Olatunji emphasized the specific roles assigned to various stakeholders, including the Mines Inspectorate Department of the Ministry of Solid Mineral Development, the Directorate of State Security (DSS), and the anti-bomb squad of the Nigerian Police Force. According to Mr. Olatunji, compliance with these regulations would have undoubtedly averted the Ibadan tragedy.

In addition to advocating for the stringent implementation of regulations, Mr. Olatunji called for the prompt sanctioning of individuals or entities found to be violating mining regulations. He asserted that imposing penalties on illegal miners and those who engage in improper storage of explosives is essential in deterring such hazardous practices. Without consequences for non-compliance, illegality will persist, he added.

Mr. Olatunji also emphasized the potential of Nigeria’s mining industry, urging the government to involve seasoned professionals in its development. Emphasizing the sector’s reliance on specialized knowledge, he asserted that competent geologists and mining engineers within the country possess the capability to propel the industry towards unprecedented growth if provided with the necessary opportunities and support.

It is important to note that the President of the Miners Association of Nigeria, Dele Ayanleke, echoed similar sentiments regarding the Ibadan explosion. According to Mr. Ayanleke, the mishandling of explosives directly contravened the existing regulations governing their acquisition, storage, and usage. He emphasized the obligatory nature of obtaining permits from relevant authorities, as well as the need for close monitoring of their movement by the anti-bomb unit of the Nigeria Police Force.

The urgent need for tighter regulations on the handling of explosives in the mining sector cannot be overstated. Only through meticulous adherence to these guidelines and the imposition of punitive measures for violations can the safety of individuals and the integrity of communities in mining areas be safeguarded. It is incumbent upon all stakeholders to work collectively to enforce these regulations and prevent the recurrence of devastating incidents such as the Ibadan explosion.
