Government Pledges to Crack Down on Illegal Mining Activities

The Federal Government has unequivocally committed to taking decisive action against individuals engaged in illegal mining across the country, deeming it a grave offence that cannot be overlooked. This pledge was articulated during a meeting with licensed mineral holders, laterite, and sand operators in Kaduna State, with the aim of addressing the myriad challenges in the mining sector.

In representation of the Minister of Solid Minerals Development, Dr. Dele Alake, the acting Zonal Mines Officer, Mr. Kutman Ali, underscored the significance of complying with proper licensing procedures. He urged mining operators to obtain a permit subsequent to securing their mining license, underscoring that this permit would facilitate smoother mining activities by introducing them to the relevant state and local authorities and communities.

It was revealed during the meeting that miners and operators nationwide collectively owed the Federal Government over N2 trillion, with Kaduna State alone accruing a debt exceeding N300 billion. In view of this, Alake implored the operators in the state to expeditiously clear their outstanding debts.

Furthermore, Alake delineated the minister’s plans for the mining sector in 2024 and beyond, with a particular emphasis on the revitalisation of the Special Mines Surveillance Taskforce (SMSTF). This taskforce is mandated with combating illegal mining and ensuring the timely payment of royalties and taxes. Comprising members from various security and law enforcement agencies, the SMSTF is designed to be headed by Mines Officers at the state level.

It was also clarified that state and local governments do not possess the authority to collect royalties or taxes on mining activities. Alake advised that any grievances in this regard should be reported to the nearest mines office for appropriate action.

In response, the Chairman of the Miners Association of Nigeria, Kaduna State Branch, Mr. Ado Dogo, underscored the necessity for enhanced communication between miners and regulators to address the existing challenges. Dogo raised concerns about interferences by some state governors in mining activities, calling for the minister’s intervention to ensure adherence to constitutional jurisdictions.

Additionally, Mr. Tanimu Abubakar, a former General Manager of the Kaduna State Public Works Agency, expressed concerns about the multiple tax collections by both federal and state governments. He advocated for a waiver of ground rent to attract more investors to the sector.

The government’s resolute stance on addressing illegal mining activities and ensuring compliance with regulations underscores its dedication to nurturing a sustainable and responsible mining industry in Nigeria. By clamping down on such activities and implementing stringent measures, the government aims to safeguard the interests of legitimate operators, uphold the rule of law, and maximize the sector’s contribution to the economy.
