The Surge in Electronic Mining Cadastre System Applications
The Nigerian Mining Cadastre Office (MCO) has recorded a significant influx of 10,805 new applications for mineral titles and modifications following the introduction of the Electronic Mining Cadastre Systems (eMC+) in 2022. This information was shared by Mr Obadiah Nkom, the Director General of MCO, during the business session at the 59th Annual International Conference and Exhibition of the Nigeria Mining and Geosciences Society (NMGS) in Jos on Tuesday.
Mr Nkom revealed that these applications were submitted between 2022 and February 2024, with 4,306 being unassisted online transactions, representing 39.85 per cent of all applications. This indicates a rapid acceptance and utilization of the system by stakeholders, showcasing their readiness to embrace the new technology.
The MCO’s key responsibility is the administration and management of mineral titles and the upkeep of cadastre registrar in accordance with the Nigerian Minerals and Mining Act 2007. The introduction of eMC+ aims to streamline business processes in the mining sector, enhance transparency, efficiency, service delivery, and align with global best practices.
Mr Nkom outlined the functions of eMC+, which include creating and maintaining chronological records and ensuring transparent management and administration of mineral titles. Additionally, the system aims to provide improved services for operators, support and track all transaction processing steps, and enhance compliance with mining regulations.
Recognizing the prevalence of artisanal and small-scale mining activities, the MCO has established a dedicated department to coordinate their activities. This involves organizing them into cooperatives and providing them with extension services.
In light of recent mining accidents, Mr Nkom stressed the significance of proper education to mitigate such incidents. He emphasized the need for owners of legal mining sites with titles to promptly report any accidents to prevent their recurrence. However, he expressed concern about the prevalence of unsafe illegal mining operations, highlighting the necessity of stakeholder cooperation in revitalizing the mining sector for success.
Mr Nkom’s remarks clearly indicate a significant surge of interest in the mining sector, as evidenced by the high number of applications received since the implementation of the Electronic Mining Cadastre Systems. This signifies positive growth within the industry and a step in the right direction.
