The recent passage of a bill advocating for the regulation of bitumen mining, production, and exportation in Nigeria by the Senate marks a significant milestone in the country’s legislative process. Championed by Jimoh Ibrahim, a member of the APC representing Ondo South, the bill is a crucial step towards establishing the Bitumen Development Commission of Nigeria, with the aim of boosting the nation’s revenue generation.
During the recent plenary session, the bill underwent a second reading and was subsequently referred to the Senate Committee on Solid Minerals for further legislative action. Notably, the Senate President, Godswill Akpabio, has directed the committee to report back within one month.
In his address to the Senate, Mr Ibrahim underscored the necessity of the Bitumen Development Commission, emphasizing its potential in regulating the mining, production, and exportation of bitumen in Nigeria. Additionally, he highlighted the commission’s role in effectively utilizing the over 38 billion reserves of bitumen in the country.
Mr Ibrahim also stressed that the exploration of bitumen holds promise for bolstering economic activities and aligning with the federal government’s policy on economic diversification. He outlined the bill’s objectives, including the development of a legal framework for bitumen regulation, preventing unscrupulous entities from exploiting research-enhanced applications, and promoting innovation and resource-based strategies in bitumen development.
The bill received significant endorsements from various senators during the debate. Babanjida Husseni, representing APC from Jigawa North West, affirmed that the legalization of bitumen exploration would facilitate the construction of high-quality roads across the country. Oyewunmi Olalere, a member of the PDP from Osun West, stressed the need for a legal framework to maximize the potential of the bitumen deposits discovered in different regions of Nigeria.
Furthermore, Seriake Dickson, a PDP member from Bayelsa West, echoed the sentiment that legalizing bitumen exploration would significantly contribute to the economic development of the country. Subsequently, the bill received majority support among the senators when put to a voice vote.
As discussions on this critical bill continue, it is evident that its potential impact on infrastructure development and economic growth is significant.
