Advancing AfCFTA Implementation: Streamlining Border Operations and Policy Alignment

The adoption of the African Continental Free Trade Agreement (AfCFTA) has prompted the Chartered Institute of Logistics and Transport (CILT) to advocate for a reduction in the number of government agencies overseeing border operations. The institute argues that the existing multitude of agencies presents a significant challenge to the effective implementation of the trade agreement, as these agencies often work at cross-purposes.

In addition to this advocacy, CILT Nigeria has recently inducted 260 individuals into the institute, including Fellows, Chartered Members, and Members, as part of its 2023 Conference and Annual General Meeting. Distinguished individuals such as the Minister of Aviation and Aerospace Development, Festus Keyamo, and the Nigerian Ports Authority (NPA) Apapa Port Manager, Charles Okaga, were among the notable inductees.

The ongoing CILT 2023 Conference, currently taking place in Lagos, has witnessed engaging paper presentations and insightful discussions focused on the AfCFTA and its implications. During the event, Professor Kayode Oyesiku, Chairman of the CILT 2023 Planning Committee, has highlighted the importance of collaborative efforts between the Federal Government and State Governments to expedite the AfCFTA implementation process. He emphasized the need for the government to take advantage of the opportunities presented by the trade agreement and expressed optimism about the future progress.

Furthermore, Professor Oyesiku emphasized the dual dimensions of the AfCFTA implementation, particularly focusing on customs and infrastructure. He stressed the necessity for standardized education and training for customs officials responsible for border operations and highlighted the crucial need to reduce the excessive number of agencies operating at the borders, often working at cross-purposes. Reassurances were provided that the Federal Government is committed to addressing these challenges in the coming months.

In her welcome address, Barrister Mfon Ekong Usoro, President of CILT Nigeria, underscored the significance of the institute’s recent publication, ‘Perspectives on Transport and Logistics.’ The compilation includes research papers presented at the 2022 Conference, reflecting the depth of knowledge and analysis within the transportation and logistics domain. She commended the efforts of the Federal Government in reorganising the transportation and logistics sector and urged a comprehensive, whole-of-government approach to policy formulation and execution.

The respected Minister of Aviation and Aerospace Development, Festus Keyamo SAN, delivered a compelling goodwill message, acknowledging the relevance of the CILT 2023 Conference in aligning with the nation’s development priorities. He emphasized the critical role of the transportation and logistics sector in driving economic growth and underlined the potential for job creation within the aerospace and logistics domains. Minister Keyamo also underscored the importance of innovation, sustainability, and technological advancements in optimizing logistics and contributing to a greener future.
